The Long Beach Airport has an ongoing commitment to operate an environmentally friendly business complex. As part of that commitment, we are introducing the first Residential Sound Attenuation Program, known as the Long Beach QuieterHome® Program.

BACKGROUND

In 2006, the Long Beach City Council certified the Long Beach Airport Terminal Area Improvement Project EIR No. 37-03. It provides that a Residential Sound Attenuation Program (RSAP) be available to all residential units within the 65 dB CNEL contour. In 2007, the City Council directed the city manager to implement the RSAP as part of the Neighborhood Protection Program.

C&S Companies (C&S) was contracted in 2008 to implement program design, management and construction management services for the RSAP, which is now titled QuieterHome® Program (Program). C&S has experience in treating over 14,000 homes and is the firm responsible for managing the RSAP for San Diego International Airport. Long Beach Airport staff have worked with C&S to develop the Program, formulate the Policies and Procedures Manual, develop a community outreach program and set up a local Program office.

The Program is completely voluntary and being offered at no cost to the homeowner. Participants in the Program will experience a reduction in aircraft-generated noise inside their homes. Eligible homes will be retrofitted with sound-insulating treatments that may include acoustical windows and doors, attic insulation or modification to heating, ventilation and air-conditioning (HVAC) systems.

The Airport is taking steps to ensure the Program is as comprehensive and effective as possible so that homeowners who participate feel it has improved their quality of life.
